Constructed in 1973, Keller Plaza was a privately-owned, HUD-subsidized 201 unit apartment complex located at 51st Street and Telegraph Avenue in the Temescal neighborhood of North Oakland. In 1996, the OHA initiated the purchase of this property through a newly created non-profit housing development corporation, Keller Housing Initiatives, Inc. (KHI), in order to permanently preserve this affordable housing resource.
While the project has undergone several renovations since assuming ownership in 1996, the OHA/KHI undertook a substantial rehabilitation program in 2009. OHA/KHI refinanced the existing HUD 236 loan and leveraged additional public and private debt and tax credit equity to cover project costs. The renovation included upgrades to the residential units, community room and leasing offices, landscaping, exterior stucco and siding, windows, roofing, and accessibility improvements.
