The Oakland Housing Authority is
comprised of three separate areas of business, and a police department, under
the leadership of Eric Johnson, OHA Executive Director. (See organization chart with links below.)
Andres Manriquez leads the Property Management department which oversees the day-to-day management of OHA-owned and managed properties; the Leased Housing department which administers over 12,500 Section 8 units in neighborhoods throughout Oakland; and directs efforts to obtain grants to provide social services assistance to residents such as the Authority's Section 8 homeownership, workforce development and self-sufficiency programs, under the banner of Family and Community Partnerships.
Patricia Wells leads the Office of Property Operations, responsible for all aspects of Property Management, Asset Management and Capital Improvements for Authority-owned and managed properties,
including the administration of the Public Housing program.
Phil Neville leads the Office of Real Estate Development, responsible for the affordable and mixed income
housing development, including planning, partner engagement, real estate
acquisition, public and private financing, project design and construction to
preserve and replace existing housing and expand the supply of new affordable
Chief Carel Duplessis leads the
Oakland Housing Authority Police Department (OHAPD), providing police services
in accordance with the law and is guided by a spirit of fairness, compassion
and excellence. OHAPD is internationally
accredited by the Commission on Accreditation for Law Enforcement Agencies
(CALEA) and in 2011, received flagship status for the second consecutive year.
